Rula itself only says it takes managed Medicaid in select states and through select insurers, so treat the state column as a guide and confirm in the dropdown. Amerigroup and Blue Cross Blue Shield are both multi-state brands, and Rula’s table surfaced one state each.
Medicaid is new for Rula and coverage is still growing. Its Medicaid network currently has these six managed plans, alongside Medicare fee-for-service nationwide. Rula also runs a provider recruitment page aimed specifically at Medicare and Medicaid clinicians, so the list may grow. Check the dropdown rather than treating this list as permanent.
Managed Medicaid vs direct Medicaid
Direct Medicaid, also called fee-for-service, is billed to the state program itself. Managed Medicaid is run by a private insurer the state has approved, and claims go to that company. Rula only accepts managed Medicaid and only from six named plans.
Your card tells you which you hold. A direct Medicaid card is issued by the state, carries the state’s own design with no insurer logo, and shows your name, date of birth and recipient ID. A managed Medicaid card carries a private plan’s logo and colors and shows a member ID, a group number, your primary care provider and a member hotline.
Rula notes that 41 states run Medicaid through managed care organizations and 10 do not. If you live in one of those 10, Rula cannot bill your Medicaid at all.
What Medicaid members can and cannot book
Only therapy is covered by Medicaid. Rula’s help center states that patients with Medicaid who are in network can see therapy providers, but psychiatry is not included. Medication management on Medicaid is also not available through Rula, no matter your state.
If you are looking for a prescriber, Rula is not an option with a Medicaid card, no matter which of the six plans you hold.
There is also no fallback if your plan misses the list. Rula does not offer a sliding scale or discounted rates. It also does not do single case agreements, which sometimes let an out-of-network patient keep an existing therapist. Self-pay rates apply instead, at $150 per 60-minute individual session and $165 for couples or family. Superbills do not help either, because Medicaid does not reimburse out-of-network claims.
Does Rula take Medi-Cal?
One Medi-Cal plan, Kaiser Permanente Southern California, is listed as accepted. No other Medi-Cal plan appears in Rula’s carrier list, and straight Medi-Cal is not accepted. Medi-Cal is California’s Medicaid program, often written or typed as medical. Either spelling means the same program, and the answer is the same.
Members switching from a commercial Kaiser plan to Kaiser Medi-Cal repeatedly report being told their existing Rula therapist can continue, then find that Rula cannot bill the new plan. Medi-Cal members are commonly routed to in-house Kaiser therapists for mild to moderate symptoms and to a contracted agency for severe symptoms. If you are mid-treatment and your coverage is changing, ask your plan about California’s continuity-of-care process through the Department of Managed Health Care, not Rula.
Users also report getting one answer from Rula’s support line and a different one from their plan’s behavioral health line. Neither route can confirm coverage before the new member ID arrives.
Does Rula take Medicare?
Yes. Rula’s Medicare coverage is much wider than its Medicaid coverage. Traditional fee-for-service Medicare appears as in-network across all 50 states and DC. Rula also lists 39 Medicare Advantage carriers, including Aetna, Anthem Blue Cross, Blue Cross Blue Shield, UnitedHealthcare, Optum, Florida Blue, Highmark, Regence, Wellcare and six Kaiser regions.
Some California Medicare Advantage plans need a referral. Rula names Kaiser Southern California, Cedars-Sinai and PIH Health as referral-required. It says no referral is needed for Anthem Blue Cross of California Medicare Advantage, Anthem Blue Cross and Blue Shield of Georgia, or Carelon Behavioral Health in California and Georgia.
Dual-eligible plans cover people with both Medicare and Medicaid. Rula states most of them are out of network.
Other plans people ask about
Rula’s commercial network is far larger than its Medicaid one, so if you also hold or are moving to commercial coverage, the answer is usually yes.
- Kaiser Permanente: 15 Kaiser entries across Colorado, Georgia, Hawaii, Mid-Atlantic, Southern California and Washington, split into commercial, Medicare Advantage and Medicaid versions. Referral rules vary. Kaiser Hawaii requires a referral for both therapy and psychiatry, Kaiser Southern California for psychiatry only, and Kaiser Northern California requires one for therapy and offers no psychiatry through Rula. Rula does not state whether those rules apply to the Medicaid versions.
- Cigna: accepted as a commercial plan. No Cigna Medicaid product is listed.
- Aetna: accepted as commercial and Medicare Advantage. No Aetna Medicaid product is listed.
- Blue Cross Blue Shield: accepted broadly, including Blue Shield of California, Blue Cross and Blue Shield of Massachusetts, Blue Cross and Blue Shield of Kansas City and Florida Blue. The one BCBS Medicaid plan is Minnesota.
- UnitedHealthcare: accepted as UnitedHealthcare, UMR, Student Resources and GEHA shared services. No UnitedHealthcare Medicaid product is listed.
- TRICARE: only TRICARE West through TriWest Healthcare Alliance. TRICARE East is not listed.
- Anthem, Optum, Oscar and Health Net of California: all accepted as commercial carriers.
Halcyon and Healthworks are explicitly out of network. Both are mental health carve-outs common with Blue Shield of California. A Blue Shield card does not guarantee Rula can bill it.
How to check your own plan in two minutes
You can reach Rula’s carrier list without an account, a card or a member ID.
- Open Rula’s sign-up form and enter your date of birth.
- Select your state.
- Open the insurance dropdown and look for your plan name with Medicaid added after it. That suffix is how the six Medicaid plans are labeled.
- Choose the type of care you want. Medicaid members will only be able to use therapy options.
- If your plan is not there, Rula tells you to select the last option, I Don’t See Mine, and let the benefits check run. Its verification system checks coverage with the insurer and estimates your cost within seconds, though Rula says those estimates are not guaranteed.

If Rula cannot take your Medicaid
Most Medicaid plans are not on Rula’s list, and there are better options than paying $150 a session.
Grow Therapy is the closest equivalent service and takes many more Medicaid plans. Its payor list carries 13 Medicaid plan entries spanning Connecticut, Florida, Georgia, Hawaii, Indiana, Minnesota, Ohio, Texas and Virginia. It includes UnitedHealthcare and Optum Medicaid plans, Peach State Health Plan, UCare, HealthPartners and Buckeye Health Plan.
Grow also covers two dual-eligible plans, the group Rula mostly does not accept. UnitedHealthcare Dual runs across 34 states and DC, and Humana Dual across 27 states and DC. Grow’s coverage checker works the same way as Rula’s. Grow holds a 4.7 Trustpilot score across roughly 8,000 reviews, against Rula’s 4.5 across 5,032.
Talkiatry does not take Medicaid, and says so directly on its own insurance page. It is a strong option for insurance-covered psychiatry on commercial or Medicare plans, but not for a Medicaid plan.
Your state Medicaid plan’s own behavioral health line is another option, and for psychiatry on a Medicaid card it may be the only one.

Rula against using your Medicaid the traditional way
Going through your plan’s own directory is the other option for Medicaid covered care.
A federal HHS Office of Inspector General review published in 2025 examined Medicaid managed care plans. Almost half had limited behavioral health networks, meaning under 25% of the county’s behavioral health workforce was in network.1 In the Medicaid managed care plans reviewed, an average of 28% of directory-listed behavioral health providers delivered no service to any enrollee during 2023. Investigators contacted a sample of those inactive providers. 72% should not have been listed. Of those contacted, 46% did not work at any location the directory gave, and 21% said they did not take that plan.2 Providers told the OIG they stay out of these networks because of administrative burden and low payment rates.
Rula states you can have a first video session as soon as the next day, with coverage verified before you book. That is a network-wide claim. Rula publishes no wait time for Medicaid members specifically.
Your state plan covers therapy and psychiatry both, and community mental health agencies contracted with Medicaid are equipped for severe presentations. Rula on Medicaid covers therapy only. If you need medication, or you need more than weekly talk therapy, your plan’s own network is the right place to start even with its problems.
